Effective June 1, 2024, TRU’s parking vendor for the Kamloops campus is Concord Parking Ltd. Concord Parking will operate the current Parking Office located in the Campus Activity Centre and will be the main point of contact for daily parking operations.
General
Why is there a new parking vendor?
The contract with TRU’s previous vendor ends on May 31, 2024. Ancillary Services went through the procurement process as outlined by TRU’s policy and Concord Parking Ltd. was awarded the new contract for parking management services.
Do I have to pay for parking on TRU’s Kamloops campus?
Yes, paid parking will still be in effect on campus Monday to Friday from 8 a.m. to 5 p.m. There is no charge for parking in the evenings after 5 p.m., on Saturday and Sunday, and on recognized statutory holidays and university closures.
Are the parking lot types changing?
No, the parking lot types will remain the same. There will be no changes to the permit structure for economy, general, premium, and reserved lots. Please reference the parking map.
Are the parking rates changing?
There are no changes to daily parking rates. General and economy purchases using a SMRTpass QR code will include a $0.30 transaction fee and taxes. For example, general parking will remain $5 per day as follows: $4.48 + 5% GST + $0.30 transaction fee.
There are no changes to visitor parking rates, however, a $0.30 transaction fee will be added to visitor rates.
A $0.30 monthly transaction fee will be added to all long-term permits. For example, a general parking semester permit will remain at $250 including taxes, but the addition of a $0.30 monthly transaction fee brings the total to $251.20.

TRU-dedicated Concord Parking CTRL Online Permit Portal
Do I need to create a new account or profile?
An account is required for long-term permits only. Your parking account allows you to manage vehicle registration, permit purchase history, violation payment and violation disputes.
Can I login to the Concord Parking portal with my TRU credentials?
Yes, the TRU-dedicated CTRL Online Permit Portal is set up with single sign on so staff and students can login with their TRU username and password. Students will use their mytru.ca email address.
How do I set up my new account?
You do not need to pre-set up an account. When you are ready to purchase a parking permit, log into the TRU-dedicated CTRL Online Permit Portal using your TRU credentials and select your permit type. This will create your parking account.
Can I have multiple vehicles on my account?
Yes, each user can have multiple registered vehicles on their account to be used in association with an active permit.
Can multiple vehicles assigned to the same permit be parked on campus at the same time?
No, only one vehicle per permit may be parked on campus at one time.
We have multiple people in the same household parking at TRU. What should we do?
If same-household commuters share a vehicle, one commuter needs to purchase the permit and associate the license plate with the permit. It does not matter which commuter completes this as the permit is tied to the vehicle license plate.
What if I have a rental, courtesy or loaner car?
If you are temporarily driving an alternate vehicle, you can add the vehicle license plate to your permit through your account. You can enter this information on the day the alternate vehicle is being used and the permit will be updated in real time. You will then need to remove this license plate when it is no longer needed.

How to Pay for Daily Parking
How do I pay for daily parking?
Daily parking can be paid using the non-touch SMRTpass QR codes using your smart phone located in the specific lot (economy, general, visitor) where you are parking.
Do I need to download an app?
No app is required, once you scan the SMRTpass QR code you will be directed to a page for you to enter your plate, phone number and payment information. You do have the option to create an account to save your information for future use.
What payment methods are available?
SMRTpass accepts credit cards (Visa, Mastercard, American Express), Debit Mastercard, Visa Debit as well as Apple Pay and Google Pay.
What is a Flex Pass permit?
If you are parking on campus one to three days a week, a Flex Pass may be your best option. A flex pass allows you to purchase a block of daily parking passes for economy and/or general parking. Passes can be purchased in groups of 10 or 20. Once purchased, you can activate the permit by selecting the day you are parking on campus by entering the date on the calendar and selecting ‘add a day’. For every day you activate your permit, it will show in your account how many days are remaining. Additional days can be added to the permit at any time. Flex Passes are valid one year from the date of purchase and there are no refunds on unused portions.
Why is TRU removing physical pay stations?
The COVID pandemic accelerated the trend towards touchless payments and virtual service options. Contactless payment methods allow users to pay for parking seamlessly and ensures a safer, touch-free transaction.
Meterless systems offer more convenience and flexibility. Drivers do not need to wait in line at a payment kiosk or deal with coins, bills or receipts. In addition, there are no issues with coin or paper jams, and no issues with meters being out of service or malfunctioning.
Meterless systems also align with TRU’s sustainability values by reducing electricity consumption and battery replacements, eliminating vehicle idling from drivers who stop at the meter to purchase a ticket, and eliminating coin collection and transportation.
How do I pay for parking if I do not have a smartphone?
If you do not have a smartphone, payment for parking can be made at the parking office located in the Campus Activity Centre. The parking office will accept credit cards, debit card and cash payments.
Alternatively, you can pay online at https://smrtpass.net/ either before or after you arrived on campus on a computer or tablet, using these instructions:
1. Enter Zone ID 1048 (General), or 1046 (Economy), or 1045 (Visitor).
2. Enter License Plate and payment information.
Long-term parking permits
How do I purchase a parking permit?
- Log into the TRU-dedicated CTRL Online Permit Portal using your TRU credentials.
- Select the permit type that you would like to purchase. The permits are organized by group (economy, general, premium, and reserved)
- Once a permit group is selected, you will be able to see the available permit types under the category selected. If a permit has reached capacity, you can register to be placed on a wait list if available.
- Once the permit type is selected, enter your license plate information and choose a payment option (credit card or payroll deduction).
Please note, license plates with outstanding violations can’t be registered, edited or changed until all violations have been paid.

Patrolling and tickets
How will parking lots be patrolled?
Concord Parking will patrol the campus using a hybrid vehicle equipped with License Plate Recognition (LPR). LPR technology identifies vehicles parked with and without valid payment and detect parkers with outstanding parking violations.
LPR technology will provide insightful data on the number of vehicles in a particular lot and identify peak hours to determine lot usage demands—all useful information that can be used for planning purposes.
What is License Plate Recognition (LPR)?
License plate recognition is a computer vision technology that uses optical character recognition and machine learning algorithms to read license plate numbers to identify vehicles. LPR systems have a high accuracy rate.
What if my license plate is dirty or I do not have a license plate on the front or back of my vehicle?
If your license plate is unreadable or not visible, enforcement officers will exit their vehicle to do a manual search of the license plate.
How much is a parking ticket?
Parking violations are $100. Tickets paid within 24 hours are reduced to $25 and tickets paid within seven days are reduced to $50.
How do I pay for a parking ticket?
You may pay your ticket online through the violation management portal, or in person at the parking office in the Campus Activity Centre during business hours.
Can I dispute my parking ticket?
If you believe you received a parking ticketed in error, a dispute can be filed through the violation management portal.
Can I appeal a dispute decision?
If you believe the dispute decision was inappropriate, you can submit an appeal. For more information on submitting an appeal please refer to our Parking Terms and Conditions page.
Can I be ticketed when sitting in my vehicle or when I am quickly running inside for a few minutes?
Payment is required for all vehicles using parking spaces from 8 a.m. to 5 p.m. Monday to Friday. Citations are issued for all vehicles within lots that have no payment associated with them.
